Region Project

1st in my list is

the “COLOURS FOR CHARITY” - ONE WISH ONE HOPE which in aid of National Kidney Foundation Malaysia. In this donation drive, each contribution of RM2 will entitle the donor to write a wish to their loved ones on the ribbon which will later be pasted on an outline of LEO and NKF logo during the closing ceremony of this project during the International Leo Day in December 2006. In conjunction with this campaign, NKF will be providing Kidney Awareness Talks at school that participate in this campaign as an educational health project. Duration:
1st Sept 2006 ~ 15th November 2006


Introduction:
Leo Clubs from the Klang Valley will jointly organise a fundraising project in aid of the National Kidney Foundation of Malaysia. There are currently 24 LEO Clubs in Klang Valley with about 600 members. A donation drive which will run from Sept 2006 ~ 15th November 2006 will be carried out by each LEO Club within its own local community.

Mechanism of the Project:
1) Each LEO Club will perform the donation drive at its respective local community.
2) Each member will be given one collection card to record the detail of the contribution.
3)One coordinator will be appointed for each LEO Club to in charge of the charity campaign performed by its club member. The responsibilities of the Coordinator are as below:
Coordinator is responsible to do reconciliation on the total cash received vs the records on the collection card submitted by members.
Bank in donation into NKF bank account on weekly basis.
Prepare detailed report on the contribution to be submitted to NKF for reconciliation on monthly basis.
4)Tax exemption receipt (upon request) will be issue for CASH donation amount greater than RM10. Donor need to fill up a separate donation form for the issuance of the tax exemption receipt (do not record again on the collection card).
5)Prizes will be given to the 5 clubs that record the highest donations.


Launching of Project:
1)Official launching of the project can go coincide with a Kidney Disease Prevention Talk.
2)The talk can be held at a school hall.


Closing of Project
1)To have a mock cheque ceremony at a complex (venue to be confirmed) in conjunction with other community project for the underprivileged.
2)To announce the total donation collected during the donation drive.
3)To present prizes to the club with the top 5 highest donation for ribbons.

Guidelines for Leo Awards 2006-07

All reports and documents including minutes of meetings, letters and notices of meetings must be sent to the District Chairperson for Leo Clubs (DC-Leo) with copies to the Regional Committee Chairperson for Leo Clubs (RCC-Leo), and Faculty/Leo Advisors. The use of electronic reporting (eReporting) using MS Word or PDF format and submitting by email or CD is encouraged.



1. 100% Club Administration Award
a. Year Planner and Annual Budget for 2006-2007
Club must submit a Year Planner and an Annual Budget for 2006-2007 to DC-Leo before 15th August 2006.
b. Installation & Election
1. Installation of Boards of Directors must be held before 30th September 2006.
2. Election of the next BOD should take place before 31st March 2007.
c. Monthly Administrative & Activities Report (MAAR1)
Submitted all completed MAAR1 forms with minutes of club’s meetings to DC-Leo (cc RCC-Leo and Faculty/Leo Advisors) before 5th of the following month. The reporting cut-off date is 25th of every month.
d. Report of A Successful Leo Club Project or Activity (LEO-SPA)
Submitted all completed LEO-SPA forms to LCI (cc DC-Leo, RCC-Leo and Faculty/Leo Advisors) within 30 days after completion of each project.
e. BOD & Business/Club Meetings
1. Board of Directors Meetings must be held at least once a month
2. Business/Club Meetings must be held at least once a month
3. Attendance of Club / BOD Meetings – at least 80% average (evidence in MAAR1 and minutes).
4. Minutes of all meetings should be properly recorded and filed
f. Orientations/Seminars/Workshops/Leo Camp
1. Club Key Officers (President, Secretary, Treasurer and/or 1st Vice President) attended a School for Board of Directors before being installed.
2. At least three members attended any two of the Orientations, Seminars, Workshops or Leo Camp organized at Zone/Region/District level

1. Organized at least two of any projects with sponsoring Lions Club (Submit all Completed Projects to LCI in the “Serving Together” Banner Patch Application Form (LEO-ST) within 30 days after completion of each Project.)
2. Organized at least one orientation/leadership seminar at club level.
3. Organized (or jointly organized with other Clubs) at least two designated District projects: Clean Up the World, Leo Day and Leo Idol etc.
4. Organized at least two designated Lions Clubs International projects: Leo Spotlight on Children, SightFirst, Peace Poster etc.

12. Outstanding Leo / Faculty Advisor Award
a. Actively involved in the Leo program by giving advice to the Leos, regularly attending their meetings, fostered a healthy rapport between the Leos and the sponsoring Lions club, and regularly reporting to the Lions club on the status and progress of the Leo club.
b. Prepared and implemented ongoing leadership development program for the Leo club and guided Leo club officers in fulfilling their leadership functions.
c. Motivated Leos to be service-minded and promoted fellowship.
d. Actively assisted the Leo club in conducting major service and fundraising projects.
e. Demonstrated ability to listen to young people, identified their needs and interests, and gave constructive advice and encouragement.
f. Promoted the Leo club’s participation in district activities or in activities with other Leo clubs.

13. Club Special Achievement Awards
a. Outstanding Publicity Award
Club projects and activities highlighting Leo efforts with most number of appearances in mass media and supported by documents (i.e. original paper-cuttings must be attached).
b. Outstanding Club Newsletter or eNewsletter Award
1. Publication must be regular, easy to read, visually presentable, easy to produce, and content is informative.
2. A copy of each Newsletter or eNewsletter (in MS Word, PDF format is encouraged) must be sent to DC-Leo (cc to RCC-Leo, Leo and Faculty Advisors)
c. Outstanding Service Achievement Awards
1. A report of the specific project that the club wishes to highlight must be sent to the DC-Leo together with summary of number of manpower used, Lionistic hours spent, number of people benefited from the project, photographs and original newspaper report cuttings together with the Statement of Account and name(s) of the beneficiary(ies). The project must involve more than 50% of the members and significant participation of the community.

3. Regardless by Alpha or Omega Leo clubs, all projects, especially fundraising, must obtain the permission and prior approval of the School Principal and sponsoring Lions Club President before carrying out the project.

14. District Special Awards of the Year
a. Leo Spotlight on Children Service Project
Leo Spotlight on Children projects aid children in adverse circumstances. Leo clubs that plan and implement service projects for children in such circumstances are eligible to receive this District award as well as the Leo Spotlight on Children Banner Patch by Lions Clubs International.

b. Clean Up the World for Future – Environmental Project
Clean Up the World is a community-based environmental program that inspires and empowers individuals and communities from every corner of the globe to clean up, fix up and conserve their local environment. Clean Up the World has inspired more than 40 million volunteers in over 100 countries each year to take action to improve their local environment. These volunteers include millions of young people. Schools, youth organizations, Girl Guides and Boy Scouts are just a few examples of groups mobilizing youth to act for the environment under the Clean Up the World banner. Clean Up the World shares its primary partner UNEP’s vision to engage young people in environmental issues and provides a practical way for youth to take responsibility for their environment. Examples of community-led CUW activities include:
· Clean up (gotong-royong)
· Recycling and resource recovery
· Tree-planting
· Education campaigns
Hence, Leo clubs are encourage to organize respective Clean Up the World on 17 September 2006, 8am-10am in respective school or community at the same time and date throughout the whole District. Those clubs that participate must register with respective RCC-Leo before 10th August 2006.

c. District Leo Idol
1. Each Region will organize its respective competition before 31st December 2006 and submit the finalist list to DC-Leo for the District level contest.
2. The best Leo Idol of the Region will represent the Region to contest in the District level final during 34th MD 308 Leo Forum (2007).

d. Leo Day: Celebrating 50th Anniversary of Leo Program Establishment (1957-2007)
1. Organize any activity to promote the Leo Program to the public or school students, to encourage more youths to enroll as Leos.
2. Club must have an exhibition corner to promote Leo Projects / Activities to general public.
3. Project report must be submitted together with photos showing how the exhibition is organized, and number of involvement by the public.

e. Leo Academy Award
1. This award is for 2005-2006 Leo BOD members who sat for the 2006 SPM exam.
2. A certified copy of the SPM result slip must be attached with the application form to be submitted to the DC-Leo before 30th April 2007.
3. Applicant must be an active member during his/her term of office (2005-2006).
4. Personal discipline and behavior will be taken into account (attach photocopy of school testimonial).
5. At least 80% of the total subjects taken must be at least grade A2. However, final decision shall be given to those who have more A1s.

It is strongly recommended that clubs invite DC-Leo and/or RCC-Leo to witness the club projects.
The Award Committee shall consist of the DC-Leo and all RCC-Leo.
In addition to the above-mentioned outstanding, top and special awards, the Award Committee may confer lesser or merit awards at its absolute discretion. However, the number of awards is subject to the approval of the District Governor.
Strong recommendations from Leo Advisors and Faculty Advisors are important.
The District Governor reserves the right to make the final decision on all awards.

What Are Leo Clubs?
Leo Clubs are an Official Activity of Lions Clubs International that encourages young men and women between ages of 12 to 28 to serve others in their community and around the world.

Lions Clubs International
It is the world’s largest and most active service club organisation, adhering to the basic principle of humanitarian service to the community. It was founded in 7th June 1917. Lion Melvin Jones is the founder.

Lions-Leo Relationship
Lions supervise and educate Leos by organising seminars and workshops for them. Lions provide proper guidance and counsel to enable the Leos to be responsible for planning and implementing projects Lions will appoint Leo Club Advisors to be present at meetings of the Leo Clubs. Leo Clubs are a
long-term project of Lions Club.


Who are the Leos?
Leos are young men and women of high moral standards ages 12 to 28, who are dedicated to making a difference in their community and are not members of other service clubs.

When was the Leo Program started?
Lions Clubs International adopted the Leo Programme in October 1967

Leo Clubs in Malaysia
First Leo Club formed: Leo Club of Anderson School, Ipoh in the year 2nd September 1970.

Objective
The objective is to provide the youth of the world (with) an opportunity for development and contribution, individually and collectively, as responsible members of the local, national and international community.

Leo Pledge
I pledged of my hands, extended and open, to help those in need.
I pledge of my heart, reach for it and it will be touched.
I pledge of my ears, to hear another’s outcry. My eyes to see, the plight of others. My knowledge to bring a man closer to his dreams.

Leo Program
ALPHA Leos will receive programming that is appropriate and of interest to young service-minded leaders in their teenage years, with focus on the following: Character Development, Team-Building and Community Service in an Education Context.

OMEGA Leos will receive materials that concentrate on the interest of young adults, with focus on the following: Professional Development, Leadership Skills, International Contacts and Community Service

Purpose
The purpose is to promote service activities among the youth of the community that will develop the individual qualities of…LEADERSHIP, EXPERIENCE & OPPORTUNITY

The letter ‘L’ stands for ‘Leadership’; develop skills as ORGANISER, in TIME MANAGEMENT and in MOTIVATION.

Who are your district officers?
Your Leo Advisor will brief you on your District Governor, District Chairman for Leo Club, Regional Committee Chairman for Leo Club, sponsoring Lions club president, Faculty advisor, sponsoring Lions Club and Leo clubs in your area.

What is the Continuous Leo Development Education Program?
The CLD Education Programme is available in three parts. Part I covers the topic of ‘
Leo Orientation’. A Leo is given the syllabus on this topic. A CLD Speaker gives a talk to elaborate and make the Leo understand about the Leo program. The Leo takes a test on this topic and upon passing; the Leo is registered with the CLD program and given a number and certificate. A Leo can apply for a CLD Badge.


The Leos can participate the CLD Educational program (Part 2), which is made up of the three Lions International, designated values: Leadership, Experience, and Opportunity. The CLD Education Program covers Part II namely
Education on Leadership, Education on Experience (Skills for Adolescence) and Education on Opportunity (Skills for Action)

Upon passing of each subject, the Leo is entitled for a certificate and can apply for a badge. On completion of the full course, the Leo entitles for an interview to achieve the ‘Leo Certificate of Proficiency’ Award.

The CLD Education Programme covers Part III.
Ten subjects are available, namely: Leo Leadership, Youth Outreach, Sight Conservation, Environmental Services, Health Services, Public Services, Education Services, Social Services, Youth Exchange, International Understanding & Cooperation.
Each subject passed will entitle a Leo to obtain a Certificate. A Leo can apply for a badge.



The CLD Education Programme covers Part IV. The highest awards achievable are the Alpha Leader Award and Omega Leader Award.

To qualify for a Alpha Leader award, a Leo will has to obtain a ‘Leo Certificate of Proficiency’ Award and has passed in 5 subjects of Part III.

To qualify for a Omega Leader award, a Leo will has to obtain a ‘Leo Certificate of Proficiency’ Award and has passed in 7 subjects of Part III and pass a test for organising a ‘meaningful project’.


LEADERSHIP

What are the characteristics of good leadership?
A good leader has a deep sense of commitment for the group. He knows how to motivate his group believes in the ability of others sees to the feelings of everyone in the group, compassionate and caring. He has vision and direction for his group. He knows what the group wants. He is responsible and values the worth of everyone in the group.

How to find the right person for the right job?
Through the following: (1) knowing the abilities of his members (2) keeping proper records of activities of the Leos involved (3) proper publicity (4) ensuring there are Leos who can understudy the organizing abilities in that activity (5) enforcement of effective discipline during the activity.

Why is motivation important to the Leos?
To enlist all Leos for special activities; to develop their potential; to feel they are wanted; to participate in activities; to understand that cooperation of all is the key to success and to add to their zeal and ardor.

How to achieve leadership qualities?


With public speaking, project, activity management, attention for details, thoughtfulness, punctuality, thoroughness, sincerity, kindness, discipline, observant, fairness, constructive criticism, team spirit and a sense of humor.

What are the characteristics of a good Leo leader?
Motivate his/her members; inform his/her members of all events done and need to be done; ensure participation from his/her members, understand the weakness of the club and improve it; enhance on fellowship; overcome misunderstandings; withhold criticism and discredit unfounded rumors; lead in all activities and enforce discipline

Why do problems arise?
Breakdown in communication, or information dissemination. One member can be seeking an unfair advantage over another either knowingly or unknowingly

How do you solve problems?
Listen to the problem; take down all facts relating to the matter; investigate the incident prior to this problem situation; not to listen to rumors and get down to the truth

How to solving Absenteeism In a Club?
Have a proper agenda; no lengthy discussions; notify all members the dates of the meetings; encourage members to call up each other..

What are the procedures to conduct a meeting?
Sent out notice of meeting, punctuality is important; prepare minutes of previous meeting; prepare agenda of meeting; take attendance of those present and apologies and observe rules and guidelines for conducting meeting.


EXPERIENCE

Experience: (Oxford) The knowledge and skill that you have gained through doing something for a period of time. Experience in a service organization means taking part in activities.

What are the types of activities/projects for Leos?
(1) Public Service: e.g. proper use of public utilities or care for the aged and poor or involve in Rukun Tetangga/JKKK.
(2) Health Service: e.g. Health screening, anti drug abuse, autism, handicapped children.
(3) Community Service: e.g. cleanliness campaign, visit to old folks home, collecting old clothes or newspapers and distribution of tinned food.
(4) Education Service: e.g. painting the school, financial assistance, skill development, or youth camps.
(5) Sight Conservation: e.g. cataract operation, help the blind, eye test, giving free spectacles.

Reporting the project to Leo Club Advisor (Lions Sponsoring Club). Faculty Advisor (School) and DC Leo Club (District).

What are the uses of experience?
An experienced Leo will be able to demonstrate the best direction to take in life.

Through experience, the Leos will be able to : (1)
gain from the results of what has been done (make reports) (2) improve on what has been done (3) add on possible areas for further extension, e.g.: channel results to other projects (4) gain skills and knowledge
