Objective of this blog is to communicate within our region on Leo news update. For those who are given my special email address, do send in updates on your projects or activities, so that everyone is updated accordingly. Guidelines for Leo Awards 2006-07

All reports and documents including minutes of meetings, letters and notices of meetings must be sent to the District Chairperson for Leo Clubs (DC-Leo) with copies to the Regional Committee Chairperson for Leo Clubs (RCC-Leo), and Faculty/Leo Advisors. The use of electronic reporting (eReporting) using MS Word or PDF format and submitting by email or CD is encouraged.



1. 100% Club Administration Award
a. Year Planner and Annual Budget for 2006-2007
Club must submit a Year Planner and an Annual Budget for 2006-2007 to DC-Leo before 15th August 2006.
b. Installation & Election
1. Installation of Boards of Directors must be held before 30th September 2006.
2. Election of the next BOD should take place before 31st March 2007.
c. Monthly Administrative & Activities Report (MAAR1)
Submitted all completed MAAR1 forms with minutes of club’s meetings to DC-Leo (cc RCC-Leo and Faculty/Leo Advisors) before 5th of the following month. The reporting cut-off date is 25th of every month.
d. Report of A Successful Leo Club Project or Activity (LEO-SPA)
Submitted all completed LEO-SPA forms to LCI (cc DC-Leo, RCC-Leo and Faculty/Leo Advisors) within 30 days after completion of each project.
e. BOD & Business/Club Meetings
1. Board of Directors Meetings must be held at least once a month
2. Business/Club Meetings must be held at least once a month
3. Attendance of Club / BOD Meetings – at least 80% average (evidence in MAAR1 and minutes).
4. Minutes of all meetings should be properly recorded and filed
f. Orientations/Seminars/Workshops/Leo Camp
1. Club Key Officers (President, Secretary, Treasurer and/or 1st Vice President) attended a School for Board of Directors before being installed.
2. At least three members attended any two of the Orientations, Seminars, Workshops or Leo Camp organized at Zone/Region/District level
g. Regional Leo Meetings
President, Secretary, Treasurer and/or 1st Vice President attended at least three meetings.
h. Leo Club Officers and Membership Report (Leo-72)
Submitted the Leo-72 form to reach LCI (cc DC-Leo, RCC-Leo and Faculty/Leo Advisors) before 15th May 2007.
i. Protocol and Decorum
Members observed proper and correct Lions protocol and decorum at all times.
j. Membership
At least 10% net increase of membership from 1st July 2006 to 31st March 2007

2. Outstanding Leo Club Award
a. Club must achieve 100% Club Administration Award requirements to qualify.
b. Organization Skills
1. Organized at least two of any projects with sponsoring Lions Club (Submit all Completed Projects to LCI in the “Serving Together” Banner Patch Application Form (LEO-ST) within 30 days after completion of each Project.)
2. Organized at least one orientation/leadership seminar at club level.
3. Organized (or jointly organized with other Clubs) at least two designated District projects: Clean Up the World, Leo Day and Leo Idol etc.
4. Organized at least two designated Lions Clubs International projects: Leo Spotlight on Children, SightFirst, Peace Poster etc.
c. Continuous Leo Development Program
1. Club achieved at least 1 Leo passing the Leo Proficiency test
2. Club achieved at least 5 Leos passing any Leadership / Experience / Opportunity test
3. Club achieved 20% of membership passing the Orientation test
d. Publicity
1. Publicized at least five projects/activities of the club in local press (original paper cutting(s) must be attached).
2. Published at least two issues of club newsletter or eNewsletter.
e. Leo Forum
At least 10% of membership registered to attend the 34th MD 308 Leo Forum by 30th April 2007.
f. Joint Projects/Activities
Club participated in all joint project or activity organized at Zone/Region/District level.

3. Top Leo Club Award
a. Club must achieve Outstanding Leo Club Award requirements to qualify.
b. Exemplary Club
1. The members demonstrated unity and harmony in carrying out activities and projects
2. The club leadership demonstrated skills and maturity in handling the club
3. The club is an exemplary club and sets a good example for other Leo clubs
4. Outstanding Leo President Award
a. Club must achieve 100% Club Administration Award requirements to qualify
b. Chaired all the BOD and Club Meetings
c. Attended at least three Regional Leo Meetings (certified by RCC-Leo)
d. Registered to attend 34th MD 308 Leo Forum before 30th April 2007
e. Passed the CLD Proficiency test
f. Guided and helped to produce three members to pass any CLD test.
g. Ensured all new members are properly inducted, given Leo certificate and pin, and dues collected
h. Sponsored at least three new members
i. Attended at least one orientation, seminar, workshop or Leo camp.
j. Attended at least one major Community Service / Fund Raising Project.
k. Attended at least one joint project with sponsoring Lions Club.
l. Actively participated in Regional projects and activities (certified by DC-Leo, RCC-Leo, Leo Advisor or Faculty Advisor)
m. Complied with the duties of President
n. Personal discipline and behavior will be taken into account.

5. Top Leo President Award
a. President must achieve Outstanding Leo President Award requirements to qualify.
b. Exemplary Leadership
1. The President encouraged unity and harmony in carrying out activities and projects
2. The President demonstrated leadership skills and maturity in handling the club
3. The President is an exemplary Leo and sets a good example for other Leos

6. Outstanding Leo Secretary Award
a. Club must achieve 100% Club Administration Award requirements to qualify
b. Submitted all MAAR1 forms to DC-Leo (cc RCC-Leo, Faculty/Leo Advisors) before the 5th of each month.
c. Attended all BOD and Club Meetings as recording officer.
d. Attended at least three Regional Leo Meetings (certified by RCC-Leo).
e. Attend at least one Orientation, Seminar, Workshop or Leo Camp.
f. Attend at least one Joint Project with sponsoring Lions Club.
g. Registered to attend 34th MD 308 Leo Forum before 30th April 2007
h. Passed all CLD Leadership, Experience and Opportunity tests
i. Ensured all new members are given Leo certificate and pin
j. Actively participated in Regional projects and activities (certified by DC-Leo, RCC-Leo, Leo Advisor or Faculty Advisor)
k. Recorded the meeting to elect club officers for 2007-2008 before 31st March 2007.
l. Comply with the duties of Secretary
m. Personal discipline and behavior will be taken into account.

7. Top Leo Secretary Award
a. Secretary must achieve Outstanding Leo Secretary Award requirements to qualify.
b. Exemplary Leadership
1. The Secretary encouraged unity and harmony in carrying out activities and projects
2. The Secretary demonstrated leadership skills and maturity in handling the club
3. The Secretary is an exemplary Leo and sets a good example for other Leos

8. Outstanding Leo Treasurer Award
a. Club must achieve 100% Club Administration Award requirements to qualify
b. Submitted all monthly Financial Statements to DC-Leo (cc RCC-Leo, Faculty/Leo Advisors) before the 5th of each month.
c. Attended all BOD and Club Meetings
d. Attended at least three Regional Leo Meetings (certified by RCC-Leo).
e. Attend at least one Orientation, Seminar, Workshop or Leo Camp.
f. Attend at least one Joint Project with sponsoring Lions Club.
g. Registered to attend 34th MD 308 Leo Forum before 30th April 2007
h. Passed all CLD Leadership, Experience and Opportunity tests
i. Ensured all new members are given Leo certificate and pin and dues collected
j. Actively participated in Regional projects and activities (certified by DC-Leo, RCC-Leo, Leo Advisor or Faculty Advisor)
k. Recorded the meeting to elect club officers for 2007-2008 before 31st March 2007.
l. Comply with the duties of Treasurer
m. Personal discipline and behavior will be taken into account.

9. Top Leo Treasurer Award
a. Treasurer must achieve Outstanding Leo Treasurer Award requirements to qualify.
b. Exemplary Leadership
1. The Treasurer encouraged unity and harmony in carrying out activities and projects
2. The Treasurer demonstrated leadership skills and maturity in handling the club
3. The Treasurer is an exemplary Leo and sets a good example for other Leos

10. Outstanding Leo Award
a. All Leos (except President, Secretary and Treasurer) are qualified.
b. Attended at least 80% of club meetings and projects.
c. Organized at least one project as Organizing Chairperson and completed the Project Report.
d. Passed all CLD Leadership, Experience and Opportunity tests
e. Registered to attend 34th MD 308 Leo Forum before 30th April 2007
f. Actively participated in Regional projects and activities (certified by DC-Leo, RCC-Leo, Leo Advisor or Faculty Advisor)
g. Personal discipline and behavior will be taken into account.
11. Outstanding New Leo Award
a. Only new Leos of more than five months but less than one year old membership as at 31st May 2007, and properly inducted are qualified.
b. At least 80% attendance at meetings and projects.
c. Organized at least one project as Organizing Chairperson and completed the Project Report.
d. Passed CLD Orientation tests
e. Registered to attend 34th MD 308 Leo Forum before 30th April 2007
f. Actively participated in Regional projects and activities (certified by DC-Leo, RCC-Leo, Leo Advisor or Faculty Advisor)
g. Personal discipline and behavior will be taken into account.

12. Outstanding Leo / Faculty Advisor Award
a. Actively involved in the Leo program by giving advice to the Leos, regularly attending their meetings, fostered a healthy rapport between the Leos and the sponsoring Lions club, and regularly reporting to the Lions club on the status and progress of the Leo club.
b. Prepared and implemented ongoing leadership development program for the Leo club and guided Leo club officers in fulfilling their leadership functions.
c. Motivated Leos to be service-minded and promoted fellowship.
d. Actively assisted the Leo club in conducting major service and fundraising projects.
e. Demonstrated ability to listen to young people, identified their needs and interests, and gave constructive advice and encouragement.
f. Promoted the Leo club’s participation in district activities or in activities with other Leo clubs.

13. Club Special Achievement Awards
a. Outstanding Publicity Award
Club projects and activities highlighting Leo efforts with most number of appearances in mass media and supported by documents (i.e. original paper-cuttings must be attached).
b. Outstanding Club Newsletter or eNewsletter Award
1. Publication must be regular, easy to read, visually presentable, easy to produce, and content is informative.
2. A copy of each Newsletter or eNewsletter (in MS Word, PDF format is encouraged) must be sent to DC-Leo (cc to RCC-Leo, Leo and Faculty Advisors)
c. Outstanding Service Achievement Awards
1. A report of the specific project that the club wishes to highlight must be sent to the DC-Leo together with summary of number of manpower used, Lionistic hours spent, number of people benefited from the project, photographs and original newspaper report cuttings together with the Statement of Account and name(s) of the beneficiary(ies). The project must involve more than 50% of the members and significant participation of the community.

ü School/Education Services (especially for Alpha Leo Clubs)
ü Youth Project
ü Peace Poster Contest (theme for FY 2006-07 is "Celebrate Peace").

ü Hearing & Speech Action
ü Community Service
ü Sight Conservation
ü Drug Awareness
ü Leadership Development
ü Health Services & Diabetes Awareness
ü Cancer Awareness & Prevention
ü Recreation & Public Services
ü Cultural Services
ü Inter-District & International Twinning
3. Regardless by Alpha or Omega Leo clubs, all projects, especially fundraising, must obtain the permission and prior approval of the School Principal and sponsoring Lions Club President before carrying out the project.

14. District Special Awards of the Year
a. Leo Spotlight on Children Service Project
Leo Spotlight on Children projects aid children in adverse circumstances. Leo clubs that plan and implement service projects for children in such circumstances are eligible to receive this District award as well as the Leo Spotlight on Children Banner Patch by Lions Clubs International.

b. Clean Up the World for Future – Environmental Project
Clean Up the World is a community-based environmental program that inspires and empowers individuals and communities from every corner of the globe to clean up, fix up and conserve their local environment. Clean Up the World has inspired more than 40 million volunteers in over 100 countries each year to take action to improve their local environment. These volunteers include millions of young people. Schools, youth organizations, Girl Guides and Boy Scouts are just a few examples of groups mobilizing youth to act for the environment under the Clean Up the World banner. Clean Up the World shares its primary partner UNEP’s vision to engage young people in environmental issues and provides a practical way for youth to take responsibility for their environment. Examples of community-led CUW activities include:
· Clean up (gotong-royong)
· Recycling and resource recovery
· Tree-planting
· Education campaigns
Hence, Leo clubs are encourage to organize respective Clean Up the World on 17 September 2006, 8am-10am in respective school or community at the same time and date throughout the whole District. Those clubs that participate must register with respective RCC-Leo before 10th August 2006.

c. District Leo Idol
1. Each Region will organize its respective competition before 31st December 2006 and submit the finalist list to DC-Leo for the District level contest.
2. The best Leo Idol of the Region will represent the Region to contest in the District level final during 34th MD 308 Leo Forum (2007).

d. Leo Day: Celebrating 50th Anniversary of Leo Program Establishment (1957-2007)
1. Organize any activity to promote the Leo Program to the public or school students, to encourage more youths to enroll as Leos.
2. Club must have an exhibition corner to promote Leo Projects / Activities to general public.
3. Project report must be submitted together with photos showing how the exhibition is organized, and number of involvement by the public.

e. Leo Academy Award
1. This award is for 2005-2006 Leo BOD members who sat for the 2006 SPM exam.
2. A certified copy of the SPM result slip must be attached with the application form to be submitted to the DC-Leo before 30th April 2007.
3. Applicant must be an active member during his/her term of office (2005-2006).
4. Personal discipline and behavior will be taken into account (attach photocopy of school testimonial).
5. At least 80% of the total subjects taken must be at least grade A2. However, final decision shall be given to those who have more A1s.

It is strongly recommended that clubs invite DC-Leo and/or RCC-Leo to witness the club projects.
The Award Committee shall consist of the DC-Leo and all RCC-Leo.
In addition to the above-mentioned outstanding, top and special awards, the Award Committee may confer lesser or merit awards at its absolute discretion. However, the number of awards is subject to the approval of the District Governor.
Strong recommendations from Leo Advisors and Faculty Advisors are important.
The District Governor reserves the right to make the final decision on all awards.
